Glasshouse Closure?

This has just come up in a couple of other threads and I thought it warranted its own (and not to hijack others original posts).
It appears there are some changes afoot in the Glasshouse. The management rights were sold by our beloved Anna in 2010 (http://www.derm.qld.gov.au/land/state/q ... -sale.html) and now usage of the area has become uncertain.
There are plenty of posts flying around the internet at the moment saying that Glasshouse is now closed and that police and hidden cameras are being used to identify "trespasses".
The new management holders are HQPlantations. After checking out their website http://www.fpq.net.au/recreation.html it seems that access for individuals on formed roads is still granted, however for club activities we would need to obtain a permit.
I guess the question is the definition of a formed road, does this keep us off the good stuff?
